According to rules established by Science and Nature, staff and freelance journalists are eligible to receive press releases under embargo (in advance of publication), but institutional public-information officers are not. Other types of science writers (e.g., working scientists who write for the public, textbook authors, and newsletter editors) may or may not be eligible to receive press releases under embargo, depending on the particulars of their situation. Your agreement to respect embargoes does not guarantee that you will be granted access to embargoed releases; the AAS Press Officer will decide on a case-by-case basis and may reach out to you for additional information before making a decision.
