3. Defend (defend astronomy from adverse government actions)

  • Examples: Funding cuts, evolution/creationism

Starts anywhere, CAPP formulates response, Exec/Council approves or iterates with CAPP if it disapproves. Policy (slower) or policy response (more rapid response)- how to deal with these is already codified as a Council resolution. There needs to be different paths, depending on response time, very difficult to codify rules for all circumstances.

4. Advocate (advocacy for astronomy)

  • Solve Large Problems (e.g., ITAR, visas)
  • Promote new Initiatives
  • Provide leadership on policy issues(e.g. develop policy papers on issues such as competitiveness.)

5. Influence (increase influence)

  • Examples: IPA's, Congress, increasing number of members who 'know' how Washington works
