Starts anywhere, CAPP formulates response, Exec/Council approves or iterates with CAPP if it disapproves. Policy (slower) or policy response (more rapid response)- how to deal with these is already codified as a Council resolution. There needs to be different paths, depending on response time, very difficult to codify rules for all circumstances. 4. Advocate (advocacy for astronomy)
